There are hearings scheduled during the first week of May 2026 on the four key Illinois  revenue proposals (ending offshore tax havens, billionaire wealth tax, digital ad tax, closing additional corporate loopholes).  Senate hearings on all 4 bills is on Wednesday, May 6, 2026.  Below are instructions from the Illinois Revenue Alliance on how to file witness slips for these proposals in advance of the hearings.

Four ILRA bills will be heard in committee this week!

SHOW YOUR SUPPORT by submitting witness slips by the time of the hearings and asking your members/bases to do the same to show support for our bills. 

1) The Senate Revenue Committee will hold a subject matter hearing on all four of our revenue bills Wednesday, May 6, at 5PM. Submit witness slips here: https://ilga.gov/Senate/hearings/details/3078/22951/createwitnessslip

2) The House Revenue and Finance Committee will hold a subject matter hearing on Thursday, May 7, at 8AM regarding several bills, including HB 5215 to tax the assets of billionaires. Submit witness slips here: https://ilga.gov/House/hearings/details/3095/22932/createwitnessslip

To complete a witness slip:

1) In the Identification section, fill out the form with your information.

2) In the Representation section, list your organization if you have one. If you are filing a slip as an individual, you can write "individual ILRA supporter"

3) In the Position section, select the item in the "Add Legislation" menu, and choose “proponent” in "Add Position" menu, and then click the "Add Position" box 

IMPORTANT: For the Senate revenue hearing, add ALL FOUR bills (SB 3353, SB 3486, SB 3376, and SB 3796). You will generate one slip for all four bills.

For the House revenue hearing, add HB 5215 ONLY

4) In the Testimony section, choose “record of appearance only”

5) Click the box at the bottom agreeing to the terms 

6) Click the "I'm not a robot" box if it comes up

7) Click “create slip”
